The Government finally announced this Thursday the details of the so-called “Plan de Reparación Histórica de los Ahorros de los Argentinos.” The presidential spokesman, Manuel Adorni, together with the Minister of Economy, Luis Caputo, and the heads of BCRA and ARCA, announced the new regime that seeks to facilitate the use of those foreign currencies that are outside the system without going through the current controls. The head of ARCA, Juan Pazo, detailed the main changes in a press conference. These measures aim at facilitating the use of dollars saved outside the formal circuit and streamlining the financial follow-up for individuals. Among the key changes is the repeal of the reporting regime for purchases made with debit cards, credit cards and virtual wallets for personal use, which means that card companies will no longer need to report these purchases to ARCA. In addition, notaries will no longer have to report transactions, and information on expense payments, property sales and consumption of utilities such as water, gas and telephone will be discontinued. Likewise, he announced a New Simplified Income Tax Regime and the submission to the Argentine Congress of a bill to protect Argentine savers in the event of possible changes of government.
