1. Senate approves public hearings for reform of the Amparo Law
The Senate of the Republic approved the holding of public hearings to analyze the draft decree proposing reforms to the Amparo Law, the Federal Tax Code, and the Organic Law of the Federal Court of Administrative Justice. These meetings will be coordinated by the Joint Committees on Justice, Finance and Public Credit, and Legislative Studies, and will allow for the participation of academics, litigators, specialists, and interested citizens. The topics to be addressed will be “Legitimate Interest and Suspension,” “Deadlines and Consequences for Non-Compliance,” “Digital Amparo Trial, Expansion of the Lawsuit, and Compliance and Enforcement of Sentences,” as well as “Harmonization with the Federal Tax Code and the Organic Law of the Federal Court of Administrative Justice.” With these hearings, the Senate seeks to open a space for deliberation that allows the Executive’s proposal to be contrasted with the opinions of legal specialists and affected sectors.
Registration to participate began on September 25 at 12:00 p.m. and ends on September 26 at 6:00 p.m. For each topic, a panel of up to eight speakers will be formed, who will have a maximum of five minutes to present their arguments, and senators may issue direct invitations to specialists. In addition to individual presentations, there will be an opportunity for feedback and dialogue with legislators, in order to incorporate diverse perspectives into the ruling.

2. Foreign Minister de la Fuente presents “Plan Mexico” to the UN
During the United Nations General Assembly in New York, the head of the Ministry of Foreign Affairs, Juan Ramón de la Fuente, participated in the panel on Cooperation, Trade, and Technology, where he took the opportunity to present the opportunities offered by Plan Mexico and the development of the Digital Transformation Agency, He highlighted the importance of implementing and renewing schemes for International Development Cooperation and promoting regional integration. He mentioned that Mexico is one of the most dynamic markets with a reliable legal framework and that it seeks to expand its trade options with various regions, as well as take advantage of its geographical location as a bridge between North America, Latin America, Europe, and Asia.
The initiative was presented to foreign ministers, diplomats, and representatives of multilateral organizations. The Foreign Minister noted that the goal is to position the country as a key player in international cooperation, trade, sustainable development, and technological innovation. He emphasized that Plan Mexico opens the door to new global alliances that will strengthen the national economy and generate opportunities in different sectors to modernize supply chains and strengthen logistics infrastructure. Finally, he stressed that this will be achieved by promoting treaties and agreements that expand trade opportunities.

3. New Water Law
President Claudia Sheinbaum announced that next Monday she will send Congress a proposal to reform the National Water Law, as well as an initiative to enact a new General Water Law. The proposal states that water use concessions cannot be sold or transferred between private individuals: if a concession is not used, it must be returned to the State, which will determine its new concession. In addition, the reform considers toughening penalties for water theft through clandestine wells, raising the current symbolic fines to 50,000 UMAs (about 5.6 million pesos).
President Sheinbaum pointed out that 482,000 of the 536,000 water concessions have already been reviewed, identifying 58,938 inconsistencies, which allowed 4.475 billion cubic meters of water to be recovered for the State. She also mentioned that the government has increased water use fee collection by 15%, reaching approximately 2.938 billion pesos. These reforms seek to regulate water use, strengthen state control over water resources, and combat irregular exploitation and the alternative market for concessions.

4. Government accuses pharmaceutical companies of non-compliance
During September, the Mexican government faced a critical situation in the supply of medicines to hospitals and public health centers. Deputy Health Minister Eduardo Clark reported that several pharmaceutical companies significantly failed to meet their contractual commitments, with companies such as Biointegral Servicios, Serral, Consumibles Médicos, and Abastecedora Higiénica de Sonora reporting delivery shortfalls of up to 100%, 93%, 79.4%, and 78.5%, respectively. This failure affected the total supply of medicines, despite the fact that the main health institutions reported a supply of over 90%. In view of this situation, President Claudia Sheinbaum warned that companies have until the end of September to comply with their contracts; otherwise, they will be disqualified from selling to the government.
In addition, the president stressed that, although there are debts to pharmaceutical companies, the Mexican government is committed to paying them off, but she also demanded that companies respect the delivery deadlines established in the contracts. In future tenders, priority will be given to manufacturers with plants in Mexico to strengthen domestic production of medicines and medical supplies and to Plan Mexico, especially given the dependence on imports from countries such as India and China. The president indicated that manufacturers were given priority over distributors, which is why some imported medicines require permission from Cofepris for entry; even so, the supply to health centers and hospitals remains above 90%, and in cases of shortages, there are schemes in place to complete delivery.

5. IMF forecasts growth for Mexico and Banamex partially returns to Mexican hands
The International Monetary Fund (IMF) has revised its growth forecast for Mexico in 2025 upward, estimating a 1% increase in gross domestic product (GDP). This forecast reflects an improvement over previous estimates and is part of a context of macroeconomic stability and attraction of foreign direct investment. The projected growth is based on the recovery of key sectors such as manufacturing, trade, and services, as well as investor confidence in economic policies that seek to consolidate the country’s financial stability. In addition, the implementation of new investments, both domestic and foreign, is expected to contribute to strengthening employment and industrial competitiveness in the coming months.
In the financial arena, Citigroup announced the sale of 25% of Grupo Financiero Banamex to Mexican businessman Fernando Chico Pardo for approximately 42 billion pesos (about $2.3 billion).
