1. Morena finalizes its 17 state coordinators; launches selection process for federal congressional seats

Morena’s national leadership concluded the designation of its 17 State Coordinators for the Defense of the Transformation ahead of the 2027 elections, following the announcement of the final seven selected profiles: Elí César Cervantes (San Luis Potosí), Ana Lilia Rivera (Tlaxcala), Clara Luz Flores (Nuevo León), Jasmine Bugarín (Nayarit), Lorenia Valles (Sonora), Manuel Cota Cárdenas (Baja California Sur), and Cruz Pérez Cuéllar (Chihuahua). However, the process triggered political friction with the Labor Party (PT), whose national leadership openly distanced itself from the appointments announced by Morena in states such as Chihuahua, Nuevo León, Baja California Sur, Michoacán, and Zacatecas. The PT argued that the announced profiles represent unilateral Morena designations rather than unified coalition candidacies, criticizing that the Ecologist Green Party (PVEM) secured three positions (Baja California Sur, Nayarit, and Quintana Roo) while their own political group received none. In response, the PT demanded the formalization of “mirror polls” agreed upon within the alliance’s technical committee to benchmark its own leadership against Morena’s coordinators before consolidating official gubernatorial candidacies.

With the state structure fully established, the President of the National Elections Commission of Morena, Citlalli Hernández, announced the opening of online registration to select coordinators across the country’s 300 federal electoral districts, a process set to conclude this October 2. Against this backdrop, Morena’s parliamentary floor leader in the Chamber of Deputies, Ricardo Monreal Ávila, estimated that between 130 and 150 of Morena’s 254 federal deputies will seek consecutive re-election in 2027. This will mark the final legal opportunity to do so before the constitutional reform banning immediate re-election takes effect. Furthermore, Monreal noted that during the nomination process, lawmakers will not be required to request a leave of absence from their legislative seats.

2. Senate session prioritizes Chief Executive initiatives

The Senate of the Republic approved two reform bills and one new statute designated as priorities on President Claudia Sheinbaum’s agenda. First were the amendments to the Foreign Investment Law, which grant the Ministries of National Defense, the Navy, and Security and Civil Protection, as well as the Digital Transformation Agency, full speaking and voting rights within the National Foreign Investment Commission to evaluate national security risks in foreign investments across strategic sectors. Second was the new General Law for Animal Welfare, Care, and Protection, a regulatory statute that prohibits mistreatment, cruelty, and abandonment, while establishing the National Companion Animal Registry and the Registry of Offenders. Finally, the Senate approved and transmitted to state legislatures a constitutional reform restricting dual citizenship exclusively for heads of the Executive branch at the federal and state levels (the Presidency of the Republic, Governorships, and the Head of Government of Mexico City). The reform requires candidates to formally renounce any other citizenship and prove a minimum residency of 20 years in the country, while preserving the right to dual citizenship for legislative and municipal positions.

3. Multilateral cooperation drives Mexico’s energy plan

The Government of Mexico and the French Development Agency (AFD) formalized the “Just Energy Transition” program, granting the Ministry of Finance and Public Credit (SHCP) a $113 million policy-based loan with a seven-year tenure, accompanied by $2.72 million in technical cooperation to finance 12 climate research and modeling projects. The funds will be directed toward bolstering power transmission infrastructure, developing the energy transition plan for the state of Campeche, and conducting studies on energy poverty and social inclusion in partnership with El Colegio de México. This financial backing underpins the Electric Sector Development Plan 2025–2039, which projects adding 32,475 megawatts of capacity by 2030—22,376 of which will come from renewable sources—aiming for clean energy to account for 38% of national electricity generation.

Just one day after the bilateral announcement, Nacional Financiera (Nafin) and the National Bank of Foreign Trade (Bancomext) launched the Sustainable Buildings Program, establishing a $100 million credit line and a $1.5 million technical assistance fund financed by the AFD and the Green Climate Fund’s PEEB Cool program. Nafin Director General Carlos Torres Rosas explained that the scheme will offer preferential rates and complimentary technical support in pre-feasibility, design, and energy efficiency for construction and renovation projects across industrial, commercial, healthcare, educational, and transportation properties. During the launch, officials emphasized that infrastructure sustainability lowers operational costs, safeguards real estate assets, and aligns economic development with the federal administration’s environmental goals.

4. School tragedy prompts stricter social media regulation

A violent attack at General Middle School No. 13 in the municipality of Torreón, Coahuila, resulted in the death of the school’s vice principal and injuries to four other individuals, including administrative staff and students. The attackers, 18-year-old twin brothers and former students of the institution, entered the building carrying bladed weapons and firecrackers before being subdued on-site by parents and teachers. Coahuila Attorney General Federico Fernández Montañez confirmed the arrest of both young men and the launch of a criminal investigation, while the federal Security Cabinet expressed condolences to the school community and deployed coordination mechanisms with state authorities to fully investigate the incident.

5. Mexico reports foreign trade data as USMCA negotiations continue

Mexican exports achieved an annual growth of 40.4% in August 2026, totaling $78.01 billion, driven by a 42.6% increase in non-oil manufacturing—highlighted by a rebound in electrical and electronic equipment—and a 45.2% rise in shipments to the United States. According to the National Institute of Statistics and Geography (INEGI), this performance generated a monthly trade surplus of $605 million and accumulated a positive balance of $9.86 billion from January to August. Concurrently, imports expanded by 34.2% ($77.405 billion), with 80.4% concentrated in intermediate goods tied to industrial supply chains. In contrast, the Bank of Mexico reported that remittance inflows stood at $5.452 billion during August, marking a 3.6% annual contraction and snapping a six-month growth streak, attributed to a 6.4% decline in transaction volume.

These figures were released as Economy Minister Marcelo Ebrard traveled to Milwaukee to participate in the G20 Trade Ministers’ Summit, where he held a bilateral meeting with U.S. Trade Representative Jamieson Greer to address supply chain resilience and the review of steel, aluminum, and automotive tariffs ahead of the USMCA negotiations scheduled for October. In addition to this priority encounter, Ebrard held bilateral meetings with Maninder Sidhu, Minister of International Trade of Canada; Maroš Šefčovic, European Commissioner for Trade; Piyush Goyal, Minister of Commerce and Industry of India; Shuji Miyamoto, State Minister of Economy, Trade and Industry of Japan; and Fernando Brun, Secretary of International Economic Relations of Argentina.
