1. Constitutional Supremacy reform published 

After an approval in record time, where in less than 8 working days both chambers of the Congress of the Union and 23 local congresses approved the reform proposal, the Federal Government published in the Official Gazette of the Federation the constitutional amendment to Articles 105 and 107 to establish that constitutional controversies or actions of unconstitutionality, as well as amparo suits, will be inadmissible when their purpose is to challenge additions or amendments to this Constitution. In other words, once any constitutional reform becomes effective, it will be practically impossible to challenge it.

The so-called “constitutional supremacy” reform has been strongly criticized by opposition legislators, especially for being carried out in the context of the Supreme Court’s review of the constitutional reform to the Judicial Power, whose proposed ruling has already been made public and will be discussed on November 5. In the text of the sentence, it is proposed to determine the reform as “partially appropriate and partially founded”; however, with this modification, the analysis would be without effect.

2. Progress in the reform of the Judiciary 

The progress of the reform of the Judicial Branch continues, where the Three Powers of the Union have approved their respective evaluation committees that will be in charge of filtering the lists of candidates to be considered for voting and thus occupy a position in the Judicial Branch. The Committee that was most criticized was the one established by the Federal Executive, since it will be integrated by people openly related to the Morena party, such as former Minister Arturo Zaldívar, former Assemblyman Javier Quijano and lawyer Vanessa Romero Rocha. With these appointments, it is estimated that around 8 to 10 of the 15 members of the evaluation committees would have a favorable view to Morena.

In the same sense, 8 of the 11 ministers that make up the Supreme Court of Justice of the Nation have decided to resign from their positions, with immediate effect, which means that they will not run for the elections to compete for the possibility of continuing in their positions. The justices who have decided to opt for the popular election are the ones most closely linked to the ruling group, namely Justices Yasmín Esquivel, Lenia Batres and Loretta Ortiz.

3. Government presents new drug procurement model

President Claudia Sheinbaum presented the New Model for Consolidated Procurement of Medicines and Medical Supplies, for the period 2025 – 2026, which will have an investment of 130 billion pesos (mdp), and whose main axis will be that of digitalization with the aim of making efficient and transparent and guaranteeing the supply of medicines and materials needed in the health sector. With this, based on the requirements of the 26 health institutions involved in the process, the Ssa will make an assessment in terms of therapeutic relevance, quality and quantity, and in terms of price negotiation possibilities; it will launch the public bidding in November, with a delivery date for March 1, 2025. Likewise, from October 31 to November 8, there will be a period for comments through the portal for the Dissemination and public discussion of the Consolidated Purchases of Medicines and Medical Supplies of the Health Sector, where proposals from suppliers can be made.

4. Mexican economy grew 1.5% annualized in Q3 

According to timely figures from the National Institute of Statistics and Geography (INEGI), Mexico’s Gross Domestic Product (GDP) is on track for 1.5 percent annual growth between July-September, accelerating from the 1 percent annual growth observed in April-June. The third quarter figure was also above the 1.3 percent estimated by analysts.

By sector of economic activity, the tertiary sector would have grown 1.9 percent annually during this quarter, better than the 1.5 percent annual growth of the previous period; while the secondary sector would have recorded a 0.5 percent annual increase, slightly better than the 0.4 percent previously reported. Meanwhile, the primary sector is expected to register a 3.8 percent annual growth, its first positive figure after five consecutive quarters of contraction.

5. IMF renews credit line to Mexico 

The International Monetary Fund (IMF) recognized that Mexico has solid economic fundamentals and very strong institutional policy frameworks, and therefore determined that it meets the criteria to maintain access to the Flexible Credit Line (FCL), an instrument that so far has not been used, but serves as a backup. This means that Mexico maintains an open line of credit at the IMF, for $35 billion, available in full or in installments for when the country decides to use it.

According to the statement, Mexico has healthy public finances and sustainable public debt; low and stable inflation under a solid monetary and exchange rate policy framework; favorable conditions for access to external funding for the federal government; an adequate international reserve position and a robust and solvent financial system accompanied by effective supervision. However, the agency warned that the country’s economic activity is moderating, partly due to the restrictive monetary policy, and that private consumption and investment are slowing down, along with employment growth.
